When Maven dependency is not available in spring boot application then we can not use the repackage goal.

See the following code:-
        <plugin>
            <groupId>org.springframework.boot</groupId>
            <artifactId>spring-boot-maven-plugin</artifactId>
        </plugin>

Now, you can write the above code the following way then it will work fine:-
        <plugin>
            <groupId>org.springframework.boot</groupId>
            <artifactId>spring-boot-maven-plugin</artifactId>
            <executions>
                <execution>
                    <goals>
                        <goal>repackage</goal>
                    </goals>
                    <configuration>
                        <classifier>exec</classifier>
                    </configuration>
                </execution>
            </executions>
        </plugin>
